Kenyan tech envoy named among top 100 AI leaders

Kenya has received a major global recognition in Artificial Intelligence (AI) governance following the inclusion of Amb. Philip Thigo on the Apolitical Government AI 100-2026.

Apolitical Government AI 100 is a respected global list recognizing public servants shaping how governments adopt and govern artificial intelligence.

Amb. Thigo who is Kenya’s Special Envoy on Technology has been instrumental in leading and shaping key multilateral processes that are defining the global architecture for AI governance.

The Government AI 100 spotlights 100 public sector leaders worldwide who are advancing responsible use of AI, strengthening public institutions, and ensuring emerging technologies deliver public value.

Amb. Thigo’s inclusion places Kenya among a select group of countries influencing global AI policy and governance conversations.

At the environmental level, Kenya played a leading role at the Seventh United Nations Environment Assembly (UNEA-7), where Member States adopted a landmark resolution on the environmental sustainability of artificial intelligence — the first global framework linking AI governance with planetary boundaries and environmental protection.

In the digital governance space, Amb. Thigo has been actively engaged in the World Summit on the Information Society +20 Review (WSIS+20), helping shape global discussions on inclusive digital transformation, capacity building, and the role of emerging technologies in development.

He has also contributed to the implementation of the Global Digital Compact (GDC), including work related to its core institutions: the Global Dialogue Mechanism on Artificial Intelligence and the Independent International Scientific Panel on Artificial Intelligence, both established to support inclusive, evidence-based global cooperation on AI.

On the Government AI 100: 2026 list, Amb. Thigo is featured alongside prominent global figures in AI governance and technology diplomacy, including Amandeep Singh Gill, the United Nations Secretary-General’s Envoy on Technology, and Omar Sultan Al Olama, the UAE Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications.

The list brings together senior government officials, regulators, and policymakers from across Africa, Europe, Asia, the Americas, and the Middle East who are leading national AI strategies and modernising public services.

Amb. Thigo’s recognition also boosts the technology and innovation agenda championed by President William Ruto, whose administration has prioritized digital transformation as a key driver of economic growth, job creation, and public service delivery.

Under President Ruto’s leadership, Kenya has positioned artificial intelligence as a strategic enabler for development, while engaging actively in shaping international norms to ensure AI is safe, inclusive, and aligned with public interest.

As governments around the world accelerate the adoption of artificial intelligence, Kenya’s presence on this influential global platform signals confidence in the country’s leadership, policy direction, and ability to contribute meaningfully to the design of global AI institutions and standards.

Amb. Thigo’s inclusion reinforces Kenya’s emergence as a trusted voice in global AI governance — ensuring that African perspectives are represented as artificial intelligence redesigns economies, societies, and public administration worldwide.

Amb Thigo through a message on his X page said that he is deeply honored to be recognized by Apolitical in the Government AI 100-2026 saying that it reflects the collective effort of visionary public servants and partners with whom he has worked with.
