Information Ministry aligns contract targets with citizen needs

State Departments in the Ministry of Information, Communications and the Digital Economy Financial Year 2025-2026 performance contract targets will be aligned as per the commitments the Ministry made to the public.

The Principal Secretary (PS) for ICT and the Digital Economy, Eng. John Tanui, said as the ministry aims to set very ambitious targets which are achievable, it is also keen on ensuring that key promises that were committed are achieved.

The purpose of the Performance Contract, which runs from July 1, 2025 to June 30, 2026 is to establish the basis for ensuring that efficient and effective services are delivered to the citizenry in line with the provisions of the Constitution.

“The Ministry is committed to ensuring citizens achieve what we have committed. The targets set should be SMART, measurable and overambitious but achievable,” said Tanui.

The PS was speaking during the ministry’s Performance Contract Vetting for Financial Year 2025-2026 held at the Ministry’s Headquarters, Telposta Towers, which was attended by Secretary Administration for Broadcasting and Telecommunications, Mr. Waweru Kimani, alongside other Senior Officers from the Ministry, Departments and Agencies.

Eng. Tanui said the Ministry’s strategic objectives in the Financial Year is to contribute effectively to the achievement of the Bottom-up Economic Transformation Agenda (BETA) through its five key areas.

The strategic areas include facilitating digital inclusivity through expansion of the ICT and Telecommunications infrastructure, promoting the development of ICT and mass media skills and improving universal access to information for a competitive knowledge-based society.

It also envisions to strengthen the regulatory framework for Broadcasting and Telecommunication sector and creating employment through the promotion of local digital content.

“We are committed to ensuring that Kenyans succeed in digital skills and citizens access government information, as well as ensuring citizens have achieved what we have committed,” said the PS.

He assured the Performance Contract vetting team led by Director of the Public Service Performance Management Unit, Vincent Sutei, of their support and collaboration while expressing confidence that the results of the vetting will be good.

In the Financial Year, the State Department for Broadcasting and Telecommunications has committed to finalising the development for the National Communication Policy, which is being progressed through the Cabinet for its finalisation.

When the National Communication Policy is in place it will guide and grow the communication sector for accelerated growth, as well as promote public access to information.

During the Financial year, the ministry also commits to upscaling the development and connectivity of the ICT digital hubs in collaboration with the National Government Constituency Fund across the country in existing constituency hubs, youth empowerment centres, postal corporation offices and Huduma centres.

It also seeks to accelerate implementation of the last mile connectivity to expand network connectivity across the country for 300 last mile sites for public institutions and to network infrastructure for 200 last mile sites installed and commissioned.
