The Board of Directors of the Coast Development Authority (CDA) has appointed Dr. Mwanasiti Bendera, as the Acting Managing Director for a six-month term, in line with Mwongozo, the Code of Governance for State Corporations.
Dr. Bendera succeeds Ms. Pamela Ngure, the Director of Corporate Services, who had been serving as Acting MD since May 13, 2024.
With over 18 years of service at the Authority, Dr. Bendera brings a wealth of knowledge and experience.
She began her career at CDA in 2007 as an Environment Officer and rose steadily through the ranks to her most recent role as Deputy Director of Research, Strategy, and Planning.
“As I step into this role, my priority is to reposition CDA as a driving force for development in the Coast region. The Board has entrusted me with the responsibility of enhancing CDA’s performance in service delivery and ensuring accountability, efficiency, and effectiveness in its operations,” said the incoming Acting MD.
Dr. Bendera underscored the need for a holistic approach in engagement with the Authority’s internal and external stakeholders, to foster transparency between the Board, staff and the Ministry of East African Community and Regional Development, through structured engagements and open dialogue.
“There is a need to strengthen partnership and collaboration with our stakeholders through active engagement of both national and county governments, sectoral institutions, development partners and the private sector in CDA operations,” she stated.
Dr. Bendera further highlighted the importance of boosting staff morale to enhance performance, noting that the Authority will invest in capacity building, recognition, and a results-oriented culture.
To fully achieve CDA’s mandate, she said, the management will intensify resource mobilization efforts, to ensure that priority programs and projects are implemented. “Over the years, CDA has been underfunded, limiting its ability to meet growing demands,” she noted.
“Service delivery must reflect the needs of our people. We will implement robust monitoring systems and community feedback mechanisms to ensure projects translate into real benefits. My leadership will be defined by accountability, action and a relentless focus on results,” affirmed Dr. Bendera.
CDA Chairman, Mzee Mwinyi, welcomed the appointment and said it marked a new Chapter for the Authority.
He asked all the relevant CDA stakeholders to support the work of the Acting Managing Director to achieve the Mission and Vision of the Authority.
