County Public Service Board commences interviews aimed at addressing staff stagnation 

The Turkana County Public Service Board has commenced an exercise for reviewing staff for suitability to fill higher positions on a promotional basis.

The exercise is a strategy towards ending years of career stagnation among county employees.

By prioritizing internal promotions, the TCPSB strengthens workforce capacity to meet the County’s development goals, reward talent, and ensure a fair, transparent public service as envisaged in Articles 10 and 232 in the 2010 Constitution.

Chair of the County Public Service Board Peter Ingollan Ekunyuk led the board in the first round of suitability interviews for the directorates of Economic Planning and Information and Communication Technology (ICT).

According to the chair, the approach makes it possible for the application of a merit-based system aimed at improving service delivery and rewarding dedicated staff.

Edward Losinyono, TCPSB Board Member, explained the importance of a transparent exercise, reinforcing the Board’s commitment to equitable promotions and upholding accountability and public trust.

According to Joseph Ngatotin, Assistant Director for Human Resource Management, these interviews translate authorized staffing levels into actionable recruitment and management, ensuring county staff establishment supports Turkana’s goals.

“They also empower our workforce through staff development to lead effectively,” he added.

Speaking after the interviews, the Chair revealed that similar exercises will be conducted for the Agriculture, Livestock Development, Fisheries, Lands, Physical Planning, Urban Areas Management, and Education directorates.

Implementing an approved staff establishment involves translating authorized staffing levels into actionable recruitment, deployment, and management of personnel.

The Board aims to automate the process for efficiency and conduct evaluations every three years, aligning with the existing scheme of service and approved staff establishment, 2024.
