County reviews scorecard tools to improve service delivery

The County Government, through the Directorate of Partnerships, conducted a stakeholders’ meeting to review the Integrated Community Scorecard (ICSC) assessment tool aimed at assessing and improving community satisfaction with service delivery in Kakuma, Lopur, Kalobeyei, and Letea wards in Turkana West Sub-County.

Supported by Plan International and the Agency for Cross Border Pastoralists Development (APaD), the tool seeks to enhance structured dialogue between communities and service providers while identifying gaps in health and education services.

Speaking during the meeting, Deputy Director of Partnerships Mike Aupe said the review is critical in ensuring that community voices inform planning and decision-making.

“The scorecard creates a platform where communities can openly evaluate services and collaborate with stakeholders to develop practical and sustainable solutions,” he noted.

Wilson Ikamar of Turkana County Assembly emphasized the importance of inclusive participation, noting that the process will strengthen social accountability and support evidence-based policy formulation.

APaD Program Coordinator Joseph Chegem explained that the Integrated Community Scorecard is designed to systematically gather community feedback on the accessibility, effectiveness, and reliability of public service.

He added that the tool will help stakeholders identify priority areas for action while enhancing joint problem-solving.

APaD MEAL/IT Officer Derrick Mana highlighted the value of data generated from the assessment, stating that community-driven insights will guide future programming and ensure resources are directed toward addressing the most pressing needs.

Key discussions also included restructuring the education component to align with the county education framework, covering ECDE, Primary and Junior School levels and introducing an energy component to address existing gaps by focusing on energy availability in health facilities, water infrastructure and the adoption of briquettes as an alternative energy source.
