ODM Replaces Mombasa County Assembly Leader of the Majority Party

The Orange Democratic Movement (ODM) has nominated Shimanzi Ward MCA Priscilla Mumba as the new Majority Leader, replacing Likoni Ward MCA Athman Mwamwiri.

The announcement was made by County Assembly Speaker Aharub Khatri, who confirmed Mwamwiri’s removal following a resolution adopted by ODM members on July 3, 2025. The resolution endorsed Priscilla Mumba as the newly nominated Majority Leader.

Mumba criticised her predecessor for opposing the Mombasa County Ward Equitable Development Bill, 2024, saying his stance deprived MCAs of funds to implement development projects in their wards.

She added that his failure to facilitate the passage of the Ward Development Fund prompted his removal.

Freretown MCA Mariam Baimu expressed dissatisfaction with how the outgoing Majority Leader had been conducting assembly business.

Junda MCA Silvester Kai, elected on a UDA ticket, also faulted Mwamwiri for obstructing the passage of the Ward Development Fund Bill.

“This position is not a birthright. It is a responsibility entrusted to someone to serve those who elected them. If you go against their expectations, you will be removed,” said Changamwe Ward MCA Bernard Ogutu.

He added, “What happened today is a lesson to leaders with inflated egos.”

ODM-nominated MCA Milka Areba welcomed Mumba’s appointment, accusing some MCAs of discussing assembly matters at social events such as weddings and funerals.
“That must stop. Such behaviour irritated us and pushed us to demand new leadership,” she said.

Another ODM-nominated MCA, Pamela Ojala, said the leadership change was necessary due to the outgoing Majority Leader’s poor performance and his failure to champion the enactment of the Mombasa County Ward Equitable Development Bill, 2024.
