School heads meet in Mombasa to review CBE progress

The Kenya Primary School Heads Association (KEPSHA) will hold its National Annual General Meeting and Conference from November 10th to 13th, 2025, in Mombasa.

The forum will focus on the country’s transition to Competency-Based Education and strengthening school leadership.

The four-day Conference, to be held under the theme “CBE Transition: Celebrating Achievements, Strengthening Leadership, and Shaping the Future of Learning”, will bring together more than 10,000 primary and junior secondary school heads from all 47 counties to assess the progress of Competency-Based Education (CBE) and chart the next phase of the reform.

Speaking during a joint press briefing with KCB Bank and the Kenya Institute of Curriculum Development (KICD) at Sheikh Zayed Primary School, KEPSHA National Chairman, Fuad Ali Abdalla, said the Conference marks a critical juncture in Kenya’s education reform journey.

“Having successfully transitioned through the First Phase of Competency-Based Education, from Pre-Primary I to Grade 9, we now enter the transformation phase, preparing for the rollout of Senior School,” said Abdalla.

The Conference will be officially opened on Monday, November 10, by the Principal Secretary (PS), Basic Education, Amb. Professor Julius Bitok, who will be accompanied by the Mombasa County Governor, Abdulswamad Sharif Nassir, presenting on county-level CBE implementation and sustainability partnerships.

On Wednesday, November 12, Teachers Service Commission Acting Commission Secretary, Evaleen Jesang Mitei, will deliver a keynote address on adaptive leadership for teacher professionalism and school transformation.

Education Cabinet Secretary (CS), Julius Migos Ogamba, will officially close the Conference on Thursday, November 13.

The Conference programme is structured around four sub-themes: celebrating achievements in the CBE transition, building bridges for systemic change through partnerships and policy, strengthening school leadership for CBE pathway implementation, and shaping the future of learning.

Abdalla outlined both opportunities and obstacles facing the education sector. He noted that CBE implementation has opened new frontiers in learner-centred pedagogy, digital innovation, career guidance, and partnerships that expand school access to resources.

However, he acknowledged persistent challenges, including infrastructure gaps in laboratories, workshops, and ICT facilities, particularly in marginalized and remote regions.

Other challenges include uneven teacher deployment, limited funding predictability, and the need to deepen parental awareness in learner profiling and pathway choices.

“We view these, not as setbacks, but as a shared call to action. We remain committed to working with government ministries, agencies, and partners to strengthen leadership, institutionalise career guidance, bridge resource gaps, and ensure that no child or school is left behind,” Abdalla stated.

The Conference will feature an Education Exhibition Pavilion showcasing innovations and classroom solutions, with exhibitors from Germany and the United States presenting ICT innovations and global best practices in digital learning.

As part of its sustainability commitment, the Association will plant 100 trees during the Conference period, supporting the national tree-growing campaign.

KCB Bank representative Mr. Anthony Tomoti reaffirmed the Bank’s commitment to supporting education and leadership development, saying the Institution shares KEPSHA’s vision of empowering schools and communities through learning.

“This year’s theme on CBE transition, leadership, and the future of learning speaks directly to the heart of KCB’s mission to empower communities through education, leadership, and innovation,” he said.

Mr. Tomoti added that a strong education system remains the foundation of national transformation, emphasising that empowering teachers and school leaders is central to achieving meaningful learning outcomes under the Competency-Based Education model.
