Vihiga Governor Ottichilo signs three transformative bills

Vihiga County has taken a major step towards social and economic transformation following the signing of three key county bills into law by Governor Dr. Wilber Ottichilo at the Vihiga County Headquarters.

The newly enacted laws are expected to strengthen vocational training, enhance financial management, and improve governance within the county’s public service.

Topping the list is the Vihiga County Vocational Training Centres Act, 2025, a landmark piece of legislation sponsored by Deputy Speaker Eric Odei.

The Act establishes clear structures for the management, funding, and administration of Vocational Training Centres across the county, while also opening avenues for partnerships with industry players.

The law further introduces an innovative earn-as-you-learn model aimed at enhancing hands-on training, practical skills development, and youth employability.

Speaking during the signing ceremony, Deputy Speaker Odei described the legislation as a game-changer for young people in the county, noting that it will align vocational training with labour market needs and create sustainable pathways to employment.

Also signed into law was the Vihiga County Finance Act, 2025, which provides a comprehensive legal framework for revenue generation, resource allocation, and sustainable financing of county programmes.

The Act is expected to promote fiscal discipline, transparency, and prudent use of public resources, ultimately improving service delivery to residents.

Governor Ottichilo also assented to the Vihiga County Public Service Boards Act, 2025, which he said will enhance governance, professionalism, and accountability within the county public service.

He noted that the law will strengthen institutional structures and ensure merit-based management of human resources.

“The three Acts collectively demonstrate our commitment to improving service delivery while empowering our youth with market-ready skills,” said Governor Ottichilo.

He added that sound financial management and a professional public service are critical pillars of development.

The signing ceremony was attended by Deputy Governor Wilberforce Kitiezo and other senior county officials, reflecting the collective resolve of the county leadership to drive Vihiga’s long-term growth agenda.

With the new laws now in force, Vihiga County is well positioned for positive transformation across key sectors, laying a firm foundation for inclusive development, job creation, and improved livelihoods for its residents.
