The Department of Gender, Culture, Sports and Social Services in Vihiga County has validated a comprehensive Strategic Development Plan for the 2025–2030 period, setting the stage for major transformation in key social sectors.
The validation forum, chaired by the County Executive Committee Member (CECM) Dr. Ruth Agesa, was held at Hambale Vocational Training College in Mbale.
The plan aims to streamline operations, align priorities, and mobilize resources to boost gender equality, cultural preservation, youth empowerment, and sports development across the county.
Dr. Agesa emphasized the importance of having a unified direction in delivering the department’s mandate. “The plan sets clear priorities and ensures that our staff and stakeholders are working in harmony towards achieving common goals,” she said, noting the need for discipline, protocol, and adherence to professional standards in public service delivery.
Director of Gender, Children and Social Services Mr. Arthur Lisimba, underscored the department’s commitment to championing gender equality saying the strategy would raise awareness on gender-related issues and promote equal opportunities across the county.
Vihiga, known for its rich cultural heritage, has also committed to preserving its traditional customs while encouraging integration with modern values. The strategic plan includes initiatives to promote local cultural expressions and heritage as a source of pride and identity.
Youth and sports development also feature prominently in the roadmap with the County Government planning to prioritize the improvement of key facilities such as Kidundu Stadium, Hamisi Stadium, and Avugwi Hall. These upgrades are expected to nurture youth talent, promote sporting excellence, and open up avenues for job creation.
Once finalized, the strategic plan will be presented to the County Executive Cabinet for further scrutiny and approval before implementation begins.
The forum brought together key stakeholders from the department, marking a significant milestone in Vihiga’s journey toward inclusive and sustainable development.
