Heads of departments, units and sections under the State Department for Broadcasting and Telecommunications have been urged to set SMART targets for the current financial year 2025/2026.
During a meeting with Heads of Departments (HODs) at the State Department Headquarters, Telposta Towers in Nairobi, the Secretary for Administration for Broadcasting and Telecommunications Mr. Kimani Waweru said that by setting Specific, Measurable, Achievable, Relevant, and Time-bound (SMART) targets, the department can improve performance, boost motivation, and achieve the set objectives.
Mr. Waweru who was chairing the meeting on behalf of Principal Secretary Mr. Stephen Isaboke, said that SMART targets help government staff and the departments to concentrate on specific objectives, boost motivation, engagement, promote accountability and responsibility for achieving results adding that measurable targets enable progress tracking and evaluation.
He called on the HODs to clearly define what they want to achieve and quantify their goals so that progress can be tracked and to ensure their goals are realistic and attainable.
He urged them to ensure that their goals are realistic, attainable, and aligned with the department’s values, needs, priorities and with specific deadlines or timeframes for achieving the targets.
Waweru said areas for the SMART targets include news and information management, production of publications, communication strategies, revenue generation and financial management, procurement logistics, human resource management and development and asset management.
Meanwhile, he said that HODs are on course in terms of implementing the State Department’s core mandate and performance contract signed to improve service delivery to the Kenyan citizens.
He further said that performance contracts are aimed at improving the State Department’s overall service delivery and aligning the activities of the State Department with the national development goals and the government’s Bottom-Up Economic Transformation Agenda (BETA) which is key in revitalising the country’s economy.
“As HODs implement their performance contracts, let them set targets that are SMART,” he said, adding that the contracts are designed to promote a culture of responsibility, inclusivity and results-based management by the end of every financial year.
