Assembly calls for fast-tracking of revenue automation to seal leakages

Nyandarua County Assembly has called upon the County Executive to urgently fast-track full automation and integration of revenue collection systems.

The move is aimed at boosting Own Source Revenue (OSR) performance and sealing loopholes where revenue is lost.

While presenting the County Revenue Fund Annual Report and Financial Statements for the year ending June 30, 2024, Finance, Economic Planning, ICT and Revenue Committee chairperson Zachary Njeru, emphasised the need for modernisation of revenue administration.

Mr Njeru also noted lack of an updated property valuation roll; absence of spatial planning tool to support mapping of revenue sources and continued reliance on outdated systems such as Local Authority Integrated Management Information System (LAIFOMS) which generates inaccurate data as systemic challenges affecting revenue collection in the county.

He further highlighted gaps in the legal framework for revenue administration, inadequate staffing, and weak enforcement capacity as persistent issues that have hindered effective revenue collection.

 According to the report, the county had projected to collect Sh 1.2 billion in Own Source Revenue during the 2023/2024 financial year. However, only Sh 516 million was realised representing just 42% of the target.

 The Committee underscored that implementing the report’s recommendations is key to enhancing fiscal discipline and improving service delivery for the people of Nyandarua.

The report provides a comprehensive look at how public resources were raised and utilised across the county.
