Govt Strengthens Reforms in Broadcasting, Telecom Sector

The Principal Secretary, State Department for Broadcasting and Telecommunications, Mr. Stephen Isaboke has reaffirmed the Government’s commitment to implementing comprehensive legal, policy, and institutional reforms in the public communication and information sector.

He said the reforms are aimed at strengthening Government strategic communication, improving service delivery, and enhancing citizen engagement.

Speaking during a weekly meeting of Directors and Heads of Departments at Teleposta Towers, Isaboke noted that significant progress has been achieved in developing and finalizing key policy and legislative frameworks to guide and grow the Information, Communication, ICT, and Digital Economy sector.

Among the key initiatives are the Draft National Communication Policy and Government Communication Strategy (2024–2027), the National Addressing System of Kenya, and the Kenya Institute of Mass Communication (KIMC) Bill.

“These frameworks will provide the legal and institutional foundation needed to modernize and strengthen the sector,” the PS said.

He added that the reforms will also create new opportunities for young professionals, especially recent graduates, to contribute to government communication. This, he said, would inject innovation, creativity, and digital expertise into the system, ensuring public communication remains responsive to citizens’ needs.

The PS further underscored that his office is closely monitoring the implementation of performance contracts within State Departments under the Ministry of Information, Communications, and the Digital Economy (MICDE). Special focus, he said, is being placed on the broadcasting and telecommunications sub-sectors to accelerate service delivery, enhance accountability, and align with national development goals.

“Public communication is central to governance and development. This sector is the voice of Government. Its revival is not just about officers; it is about ensuring that Kenyans see, understand, and believe in the work we do,” he stated.
