Kajiado uncovers Sh100 Billion land fraud in Kibiko

The Kajiado County Government has unearthed a massive land fraud scheme involving the illegal subdivision and issuance of title deeds for over 2,600 acres of community land in Kibiko, valued at more than Sh100 billion.

According to County Executive Committee Member (CECM) for Lands, Physical Planning, Housing, Urban Development and Municipalities, Hamilton Parseina, senior government officials at Ardhi House colluded in the fraudulent processing of title deeds for land registered in trust for the Ilkeekonyokie community.

Addressing the media on Thursday, Parseina revealed that the fraudulent processing began on August 28, 2025, and concluded on September 15, 2025. However, the documents were backdated to July 14, 2025, in an apparent attempt to circumvent Court of Appeal orders issued on July 16, 2025.

The court had ordered all parties in a related case to submit original and provisional title deeds, effectively stopping any dealings on the property.

“The fraudsters are government officers based at Ardhi House. As we speak, the fraudulently processed title deeds are being packaged at the titling centre in Ruaraka for onward transmission to Ardhi House,” Parseina said.

Parseina noted that the County Government of Kajiado had been sued in Petition No. 6 of 2019, with the court ordering on May 28, 2019, that no dealings should be allowed on the property.

“The Court of Appeal issued an order stopping any dealings, subdivision and issuance of title deeds on the property and directed that the provisional title be deposited in court. That was ignored by senior government officers led by PS Lands Mr. Nixon Korir and Chief Land Registrar Mr N Nyandoro,” he said.

The CECM noted that the majority of intended beneficiaries of the fraudulent titles are non-Keekonyokie community members and limited companies, effectively disinheriting the rightful owners.

Parseina emphasized that his office, which serves as the county’s planning authority, had not approved any subdivisions of the Kibiko land. He said no surveyor had submitted subdivision schemes to county offices for review regarding zoning compliance, road alignment, water reserves, environmental considerations, and social amenities.

“Any land subdivision must have the approval of the county government and the CECM Lands is the planning authority in the county. I have not approved the subdivisions of the Kibiko land,” he stated.

The CECM linked the Kibiko case to a broader pattern of land atrocities across Kajiado County, including the grabbing of Ololua forest, 400 yards in Ngong Hills, Ngong veterinary land, Torosei, Elangata Wuas, Olodonyonyokie, Rombo, Mailua, Mbirikani, and Kuku group ranches.

“All these communities are up in arms and one senior officer at Ardhi House is the common denominator in all these evil schemes. If not quickly addressed, I foresee anarchy and a title deed would lose its sacrosanct value here in Kajiado,” Parseina warned.

When the fraudulent scheme was being executed on August 28, 2025, Parseina said he immediately notified Cabinet Secretary Alice Wahome through a text message.

The CECM appealed to Ilkeekonyokie community members to remain calm, assuring them that their land would be restored.

“We cannot in this time and age and under the current constitution allow fraudsters leveraging on government seals and positions to disinherit any Kenyan, leave alone a whole community. Never,” he declared.
