County records increased own-source revenue

Busia has recorded a significant increase in own-source revenue collection due to reforms aimed at unlocking the county’s potential running to more than Sh2 billion.

Speaking after appearing before the County Assembly Committee on Finance and Economic Planning yesterday, County Executive Committee Member (CECM) for Finance and Economic Planning Andrew Nakitari said the county collected Sh509 million in the 2024/2025 financial year, up from Sh400 million in the 2023/2024 financial year.

Nakitari said the county has put in place strategic interventions to seal revenue leakages as it targets to collect Sh707 million in the current financial year.

He noted that the county has already realised Sh235 million in the first quarter of the 2025/2026 financial year, surpassing the quarterly target of Sh176.8 million.

The CECM further observed that own-source revenue has been on an upward trajectory since Governor Paul Otuoma assumed office, rising from Sh292 million in 2022 to the current Sh509 million.

He attributed the growth to the migration from manual cash collection to a cashless revenue system supported by technology.

Chief Officer for Finance and Economic Planning Timothy Odende said research by the Commission on Revenue Allocation (CRA) and the Controller of Budget indicates that Busia County has the capacity to generate even more revenue.

Odende disclosed that, in addition to adopting cashless revenue collection, the county has established an independent revenue department and an own-source revenue interdepartmental coordination framework to enhance professionalism, transparency, and accountability in revenue administration.

Chairperson of the County Assembly Committee on Finance and Economic Planning, Alexander Ayieko, who is also the Member of County Assembly (MCA) for Marachi East Ward, lauded the county government for efforts made to curb revenue leakages and improve revenue collection.
