CS Mulongo, Ottichilo step in to resolve forest encroachment

Cabinet Secretary for Environment, Dr. Deborah Mulongo, has pledged to work closely with the Vihiga County Government and local communities to address the contentious issue of human settlement in Maragoli and Kibiri forests.

Her assurance came during a joint dialogue with Vihiga Governor, Dr. Wilber Ottichilo, who raised alarm over the growing challenge of illegal settlements within the two forests.

“We understand the delicate balance between human habitation and environmental conservation. Together, we can develop strategies that protect our forests while ensuring that community needs are also met,” Dr. Mulongo said.

Governor Ottichilo noted that unauthorised encroachment continues to frustrate tree planting and rehabilitation programmes.
“It is imperative that the National Government steps in to resolve land disputes and restore the legitimacy of our forests, which are crucial not only for biodiversity but also for sustainable development,” he stated.

The Governor observed that Maragoli Hills has become a hotspot for settlements, with residents erecting structures that undermine conservation efforts.

“Although the County Government has fenced off Kibiri Forest, illegal encroachments persist, making conservation more complex,” he added.

Dr. Ottichilo stressed the importance of a coordinated approach, noting that effective reforestation and rehabilitation require addressing land issues decisively.

He emphasised that negotiations with communities living in the forests, coupled with alternative settlement solutions, would be key to ensuring conservation goals are met.

The dialogue underscored a shared commitment between the National and County governments to restore Vihiga’s forests while safeguarding a sustainable future for its residents.
