IGTRC leads Uasin Gishu staff in training to sharpen devolution roles

The Intergovernmental Relations Technical Committee (IGRTC) is partnering with Uasin Gishu County Government to train staff on the delineation of roles across devolved functions.

Head of IGTRC’s thematic areas of Legal and Policy, Finance and Economic Planning, Trade, Manufacturing and Enterprises Dr Perminus Nyaga said IGTRC seeks to ensure frameworks for consultation and cooperation between the national and county governments are fully adopted.

Nyaga emphasized the importance of clearly defined roles between national and county governments to avoid duplication, promote accountability, and ensure seamless service delivery.

“IGRTC was established by an Act of Parliament to support structured cooperation and consultation between the two levels of government,” said Nyaga.

The IGTRC official was speaking in Eldoret town during a workshop organized by the Department of Trade and Cooperatives’ staff and IGRTC experts to deepen understanding of mandates in key sectors of Trade, Tourism, Cooperatives, Investment, and Industry.

“Through such trainings, we are equipping counties to implement functions effectively within the legal frameworks provided by the Constitution and various statutes,” added Nyaga.

While urging staff to absorb the training’s content and use it to drive change, Uasin Gishu County Executive for Trade and Cooperatives Martha Cheruto indicated that as devolution continues to shape Kenya’s governance landscape, initiatives like this are proving essential in building capacity, refining roles, and enhancing collaboration across government levels.

“For devolution to work, every officer must understand their space and their role. We must lead with clarity, deliver with purpose, and ensure that the people of Uasin Gishu receive the services they are entitled to both efficiently and effectively,” said Cheruto.

Chief Officer for Trade Felix Kimaru underscored the importance of fostering strong working relationships between the county and the national government.

“This is more than just training; it’s a platform to realign our goals and strengthen coordination,” he said.

Kimaru said that all staff must set a strong example of intergovernmental cooperation in action, adding that they must ensure the knowledge gained during such trainings should translate into better service delivery.
