County chief executive officers put on performance contracting 

Kitui County Executive Committee Members (CECMs) have signed work performance contracts for the financial year 2023 /2024, in efforts to achieve maximum and better service delivery to the county residents.

The area Governor Dr Julius Malombe while presiding over the signing of Performance Contracts by the County Executive Committee at his office underscored that the move seeks to realise an efficient and effective service delivery to the people of Kitui.

This is an indicator of his administration’s commitment towards effective governance and the betterment of the county, he said.

Governor Malombe noted that Performance Contracting was a bold step in fostering a culture of excellence among the County government executive Committee members.

“This is a commitment to deliver tangible results, improve our services and ultimately make a positive impact on the lives of our people,” he said.

Further, the county boss noted that the county had collaborated with officers from the Public Service Performance Management Unit under the Office of the Prime Cabinet Secretary led by Mr. John Magua.

According to the Governor, the move will enable the government to streamline operations, enhance service delivery and maximize the value of the services offered to Wananchi.

Performance Management Strategy by the CECMs to evaluate the performance of the county public service and implementation of the county policies is a provision enshrined in Section 47 (1&2) of the County Government Act 2012.

Kitui will use Performance Contracting (PC) system as the main systematic approach informed by the Governor’s manifesto, the County Fiscal Strategy Paper, and the budget allocations in the financial year.

The move, according to Governor Malombe, will largely improve accountability for resources and service delivery to the people of Kitui.

The Governor highlighted the recent improvement in revenue collection as proof of the hard work of the employees and an indicator of the positive contribution of the signing of the performance contracts earlier in April 2023.

He called on the CECMs, COs, and Municipal Managers to embrace and spearhead the exercise within their departments.

According to the county chief also, the signing of the contract performance agreement by the CECMs is the beginning of the long journey towards implementation of the departmental targets set for this financial year in a more responsive manner.

The Governor pointed out that his administration had realized tangible improvements since the signing of the Performance Contracts in April 2023, noting that PCs will forthwith be embraced by his government.
