PS Imbunya hails SRC for milestones as commission unveils Sh9.67 billion strategic plan

Principal Secretary for Public Service and Human Capital DevelopmentDr. Jane Kere Imbunya, has commended the Salaries and Remuneration Commission (SRC) for the notable milestones achieved in the past five months, citing among them the recent salary adjustments for the uniformed services.

Dr. Imbunya was speaking at the Kenyatta International Convention Centre (KICC) during the launch of the SRC’s Sh9.67 billion five-year Strategic Plan (2025/26–2029/30), which seeks to enhance efficiency, institutional reform, and data-driven decision-making within Kenya’s public remuneration framework.

The plan, to be implemented in phases, will be financed through government allocations and external partnerships, and is designed to align the country’s wage management systems with fiscal sustainability and performance-based remuneration goals.

“It’s a great day for me because we are witnessing a momentous milestone in the life of SRC. As the Principal Secretary in charge of Public Service and Human Capital Development, I look to this strategic plan as a commitment to excellence and improved service delivery to Kenyans,” said Dr. Imbunya.

She further noted that through the new plan, SRC has demonstrated agility and innovation in managing the public service wage bill, ensuring that its operations remain relevant, impactful, and time-bound.

Dr. Imbunya emphasized the need for the Commission’s programmes to remain measurable and results-oriented to promote equity and sustainable wage management across government institutions.

SRC Chairperson Mr. Sammy Chepkwony described the launch as a milestone in Kenya’s journey toward a fair, transparent, and sustainable remuneration framework for public servants.

According to the Strategic Plan, Sh4.2 billion will be sourced through the Medium-Term Expenditure Framework (MTEF), leaving a funding gap of Sh5.47 billion.

To address this shortfall, the Commission will adopt a hybrid resource mobilization strategy combining government funding, development partner support, and private sector partnerships.

The plan also outlines enhanced engagement with the National Treasury, Parliament, and oversight agencies to secure adequate allocations, while exploring Public-Private Partnerships (PPPs) and Government-to-Government (G2G) collaborations to support capacity building, digital transformation, and compliance programmes.

SRC has been advocating for pay rationalization and performance-linked compensation across all levels of government to enhance productivity, fairness, and fiscal discipline.

The event was also attended by Head of Public Service Felix Koskei, Supreme Court Judge Justice William Ouko, chairs of constitutional commissions and independent offices, SRC Board members, and other senior government officials.
