A section of residents from Kakamega County want the National Government Constituency Development Fund (NGCDF) and National Government Affirmative Action Fund (NGAAF) anchored in the constitution.
The residents were giving their views during a public participation forum on the proposed Constitution of Kenya Amendment Bill, 2025, held at NGAAF offices Amalemba in Kakamega.
The Parliament is seeking public views through public participation forums on whether to entrench the National Government Constituency Development Fund (NGCDF), National Government Affirmative Action Fund (NGAAF) and the Senate Oversight Fund into the constitution.
Enock Sokoli, a bodaboda rider from Huduma Centre stage in Kakamega said that the bodaboda sector has benefited immensely from NGAAF where they got support to undergo driving lessons and acquire driving licenses.
“We have also been empowered through purchase of tents for our self-help groups enabling us to make extra income aside from our daily bodaboda business,” he noted.
Joan Masheti a vegetable vendor from Kakamega town noted that the county women MP has been utilizing funds from NGAAF to empower the vulnerable in the community including street children, widows and girls who dropped out of school.
“Through NGAAF the county MP purchased a car wash machine for street children in Kakamega town. From the income of that one car wash machine, they have been able to purchase four others and a motorbike for their peers,” she explained.
The County MP Elsie Muhanda who was present during the public participation forum said the affirmative action fund has transformed the community through various empowerment programs.
She noted that she occasionally purchases and distributes water tanks to increase water storage capacity of most schools in the rural areas.
“I have supported many teenage mothers to go back to school, purchased and distributed sanitary towels to students in primary schools, supported children from humble families to continue with education and currently I am supporting peasant farmers with fertiliser and seeds to do farming,” she explained.
