Homa Bay County Governor Gladys Wanga has announced a series of immediate changes to the County Executive Committee, citing the need to improve service delivery across the county.
The announcement comes on the same day the Deputy Governor Joseph Oyugi Magwanga raised concerns over restricted access to several county offices.
In an executive order dated December 1, 2025, Governor Wanga said the adjustments were made with an aim of enhancing service delivery, to better serve the people of Homa Bay County, adding that the changes were executed under the powers granted by the County Governments Act.
As part of the reorganisation, Mr. Danish Onyango, the CEC for Roads, Public Works, Transport and Infrastructure, was reassigned to also serve as the Acting CEC for Agriculture, Irrigation and Livestock Development.
Before this order, Magwanga served for about three years as the CEC for agriculture alongside his role as the Deputy Governor.
Wanga further stated in the order that she had dismissed Dr. Peter Ogolla from the Lands, Physical Planning, Housing and Urban Development docket as provided for in Section 35(a) of the County Governments Act. The governor instead nominated Joseph Mitito to take over the lands docket awaiting vetting and approval by the County Assembly.
The Governor directed that these changes take effect immediately and tasked the County Secretary Prof Benard Muok with ensuring a smooth handover.
Meanwhile, Deputy Governor Magwanga issued a separate statement reporting that his office, along with the County Secretary and Payroll Management offices, had been locked, preventing staff from accessing their workstations.
The DG described the development as an administrative concern, urging the Governor to intervene and compel those responsible to restore access to all affected offices.
He further called for leadership rooted in unity, fairness and respect for the law. “Political differences must be resolved through dialogue, not intimidation or misuse of authority. This toxic approach must end,” he said.
The county leadership has not yet released a joint statement addressing the two parallel developments.
