Attorney General nominates Samwel Kaumba as alternate representative to SRC

The Office of the Attorney General has nominated Samwel Kaumba, Chief State Counsel, to serve as the Attorney General’s alternate representative to the Salaries and Remuneration Commission (SRC).

The nomination follows a vacancy created by the elevation of the former Attorney General’s alternate representative, Justice Emmanuel Bitta, to the High Court.

Kaumba currently heads the Public Law Division in the Civil Litigation Department at the Office of the Attorney General.

Additionally, he has more than fifteen years of post-qualification experience as an Advocate of the High Court of Kenya and brings to SRC extensive expertise in public law, constitutional governance, and public-service legal practice.

His experience is expected to strengthen SRC by providing strategic legal guidance and technical support in the execution of SRC’s constitutional mandate.

Notably, Article 230 of the Constitution of Kenya, 2010, establishes SRC and specifies its composition, including the Attorney General as an Ex-Officio Member — a requirement reinforced by Section 5 of SRC Act.

Meanwhile, SRC has welcomed Kaumba’s nomination and looks forward to working with him to promote fair, equitable, and fiscally sustainable remuneration and benefits across the public service, while supporting productivity and efficient service delivery.
