Don’t scrap NG-CDF, Awendo MP urges court

Awendo Member of Parliament Walter Owino has urged the Court of Appeal to reconsider the nullification the National Government-Constituency Development Funds (NG-CDF), urging that the funds have helped to change the lives of many students, improve community projects and improve the schools’ infrastructures.

Owino, who spoke during the handover of a storey building of eight classrooms at Anindo Comprehensive School at Awendo Constituency, fully funded by the NG-CDF, said that it was important to involve the community in the decision on whether the fund should be scrapped instead of making unilateral decisions that can affect the entire community.

He said that there was a need for public participation to ensure the community is fully engaged on NG-CDF, funds that have positively touched the lives of many Kenyans.

“The NGCDF fund is a mechanism of decentralisation rather than devolution, which should be protected to serve the community, improve the education system and give hope to the less privileged in the society,” he said.

The court of Appeal is set to rule on the legality of the National Government Constituencies Development Fund (NGCDF) on February 6, 2026.

The National Assembly had challenged a High Court ruling that declared the NG-CDF Act, 2015 unconstitutional and ordered the fund to cease operations by June 30, 2026.
