National Government Administrative Officers (NGAO) and agencies implementing the Bottom-Up Economic Transformation Agenda (BETA) have concluded a two-day retreat in Vihiga County, aimed at reviewing performance and strengthening service delivery.
The retreat, organised by the Executive Office of the President, was held on February 5 and 6, 2026, at Sosa Cottages in Vihiga County, following a directive from the Office of the President and the Ministry of Interior and National Administration on the sensitisation of priority projects and programmes under BETA.
Speaking during the meeting, facilitators said the retreat focused on strengthening inter-agency collaboration, reviewing implementation progress and aligning county interventions with national development priorities.
The Western Regional Commissioner Irungu Macharia commended officers for their commitment to service delivery and urged them to embrace teamwork in implementing government programmes.
“This retreat strengthened coordination among government agencies and enhanced our understanding of the Bottom-Up Economic Transformation Agenda. We expect all officers to work closely and ensure that BETA programmes reach wananchi at the grassroots for improved livelihoods,” said Macharia.
Participants were taken through key pillars of the government’s Bottom-Up Economic Transformation Agenda to enable them to effectively cascade the information to the grassroots.
The officers were also equipped with skills to educate members of the public on government programmes and ongoing development initiatives aimed at transforming livelihoods.
Vihiga County Commissioner Peter Maina emphasised the importance of public engagement and accountability in service delivery.
“Our focus is to ensure that government programmes under BETA are implemented effectively and that wananchi clearly understand their benefits. Through this training, our officers are now better equipped to engage communities and deliver services efficiently,” said Maina.
Facilitators noted that similar training programmes are being conducted in counties across the country to enhance public awareness and understanding of the BETA pillars.
They added that the capacity-building exercise will enhance coordination among government agencies and improve service delivery to wananchi.
The retreat is expected to strengthen implementation of government programmes and accelerate socio-economic development in Vihiga County and beyond.
