The County government of Uasin Gishu is in the process of implementing a performance appraisal exercise for all staff as per set targets at different levels focusing on the milestones made so far as Governor, Dr Jonathan Bii, led administration enhances service to residents as envisioned under the “Nguzo Kumi” development blueprint.
While carrying out the exercise for staff at the Roads, Transport and Public Works department, Chief Officer Geoffrey Tanui emphasized the need for individual employee involvement in performance evaluation not only to assess the employees but enhance service delivery and success of county programmes under the department.
The Chief Officer noted that the Governor had earlier signed a manifesto—described as a social contract—with the residents of Uasin Gishu County, committing to deliver on key development projects under Nguzo Kumi agenda.
“I’m happy that we are undertaking this exercise because it will help us improve our services,” noted Tanui.
He emphasized the need to fast-track service delivery following a mid-year performance review aimed at assessing progress across departments.
The officers from the Directorate of Performance Management and Training led by Assistant Director Performance management, Wilfred Nyabando, took the roads team through various critical aspects that will enable the county government to strengthen accountability, service delivery and performance noting that the appraisal will also inform merit rating methods for employees’ progress.
The exercise has been cascaded down after the County Executives, Chief Officers and Directors signed their performance contracts in order to enhance service delivery.
County officials have lauded the ongoing performance review exercise, terming it a critical step toward improving service delivery and enhancing accountability within departments.
The County officials expressed optimism that the exercise would help staff refine their targets and align them with the county’s development agenda.
Participants were reminded to ensure that the targets set are SMART — specific, measurable, achievable, realistic, and time-bound — to enhance effectiveness and ensure successful implementation.
Officials emphasized the importance of setting practical and attainable goals, noting that all departments share a common objective of delivering quality services to residents and achieving measurable results.
