The National Assembly’s Public Investments Committee on Governance and Education has raised concerns over multi-million stalled projects at two Technical and Vocational Colleges (TVC) in Kisii County.
Speaking during a visit to the Kisii National Polytechnic in Kisii town, the Committee’s Chairman and Luanda Member of Parliament (MP), Dick Maungu, noted that Kitutu Chache South and South Mugirango TVCs, which are under Kisii National Polytechnic had failed to utilize the allocated funds due to contractual issues.
Maungu said the construction project at the Kitutu Chache South institution had stalled since 2019, yet the college had received adequate funds for the completion of the project.
“Kitutu Chache South college received about Sh10 million last year in November and another Sh10 million in January, yet the works were incomplete and behind schedule,” he decried.
Similarly, Maungu said the South Mugirango TVC project had stalled at 61.2 percent since 2019, due to delayed payments to the contractor.
He added that though the Institution entered into a new contract in August 2024 with a new company after the first one was terminated, there were unauthorized variations regarding the roof design, as noted by the Auditor General.
The MP acknowledged that though the current Principal had made efforts to ensure the stalled projects are revived, they remained incomplete.
Maungu added the Committee had directed the Principal together with the relevant officers-In-Charge of the projects to appear before it in three weeks’ time to shed more light on the delayed projects.
In addition, the MP said that government institutions had a responsibility to ensure that funds allocated for projects were translated into usable facilities.
The Committee later proceeded to inspect the construction sites of the two technical and vocational colleges.
