The County Government of Trans Nzoia has trained staff on performance management in a bid to enhance service delivery.
Addressing the participants during a two-day capacity building training, County Director for Human Resource Management Imeldah Agoi hailed the exercise saying it will help the staff equip themselves with the prerequisite knowledge and skills essential in service delivery.
Agoi who also serves as County Coordinator Kenya Devolution Support Programme Phase Two (KDSP2), a World Bank-funded initiative, added that the exercise will also sharpen the staff helping them to appropriately respond to the demands of the clients and work environment.
“Performance management is a structured system that ensures government officers deliver on agreed targets through contracts and appraisals. It fosters accountability, transparency, and quality services,” she said.
She challenged government staff to embrace the system, noting that transparent processes will strengthen trust and build public confidence in county and national institutions.
On his part, Kennedy Mukangai from the Kenya School of Government with his counterpart Dr. Lucy Vike took the staff through the Constitution of Kenya 2010, the Public Service Act 2015, Public Finance Management Act 2012 and Performance Contracting Guidelines.
Mukangai pointed out that the main objective of Performance Contract and Appraisal is to improve service delivery to the benefit of the public.
“Both Performance Contracts and Performance Appraisals foster transparency, efficiency, and citizen trust in service delivery,” noted Dr. Vike.
Trans Nzoia County Public Service Board Human Resource Director, Johnstone Wanjala, applauded the training, saying it will go a long way in developing champions who can guide colleagues, interpret policies, and ensure compliance with set standards.
