Kenya Devolution Support Programme II in Turkana for monitoring and evaluation

The County KDSP II Team hosted officers from the National Programme Coordination Unit (NPCU) for a Monitoring and Evaluation (M&E) exercise aimed at assessing the implementation of County Institutional Strengthening Work Plans, reviewing programme outputs and achievements, identifying implementation challenges and providing technical recommendations for improved programme delivery.

The exercise aims to evaluate progress made under the Kenya Devolution Support Programme II (KDSP II), assess the quality of outputs delivered in the county departments, document lessons and challenges encountered during implementation and provide technical guidance to strengthen institutional performance and service delivery.

Speaking during the exercise, County KDSP II Coordinator Gabriel Lodoso welcomed the NPCU team to Turkana and reaffirmed the county’s commitment to strengthening institutional capacity through effective implementation of KDSP II interventions.

“This monitoring and evaluation exercise is not merely an accountability process but an opportunity for the county to reflect on the progress, document achievements, identify implementation gaps and strengthen institutional systems that support effective service delivery to the people of Turkana,” said Lodoso.

Lodoso further noted that the county is leveraging KDSP II interventions to strengthen institutional systems, improve accountability, and enhance the efficiency and effectiveness of service delivery across departments.

NPCU Team Lead John Mokomoni explained the importance of monitoring and evaluation in tracking programme performance and informing future interventions.

“Monitoring and evaluation is an important component of programme implementation as it enables counties to measure results, capture lessons learnt, address emerging challenges and continuously improve performance,” said Mokomoni, adding that, “if the county succeeds, devolution succeeds,”.

Among the areas assessed during the exercise were core governance systems for managing public funds, implementation of pending bills action plans, integration of human resource records, authorized staff establishment and payroll management, implementation of the Integrated Performance Management Framework, and Public Investment Management dashboards with citizen feedback mechanisms.

The exercise brought together members of the County KDSP II team and officers from the NPCU.
