Makueni Governor Mutula Kilonzo Jr. has launched the County Rewards and Sanctions Framework, a new initiative aimed at enhancing accountability, professionalism, and service delivery within the county public service.
The framework was unveiled during the Public Service Day celebrations held at the Makueni Integrated Vocational Education Centre (MIVEC) grounds in Wote town in Makueni Subcounty on Tuesday.
The initiative is a collaboration between the County Government of Makueni and the Makueni County Public Service Board (CPSB).
Speaking during the launch, Governor Mutula said the framework will promote a merit-based culture in the public service by ensuring that excellence is recognized and rewarded while underperformance is appropriately addressed.
He noted that the framework provides a fair and transparent system that links employee performance to rewards and sanctions helping to build a professional, ethical, and citizen-focused public service.
“The Rewards and Sanctions Framework is a strategic instrument for strengthening accountability and enhancing service delivery across the county. It creates a clear connection between performance and outcomes, ensuring excellence is recognized and fairness upheld,” said governor Mutula Jr.
Through the framework, outstanding employees will be eligible for various rewards, including monetary awards of up to 13 months’ salary, promotions, salary increments, contract renewals, sponsored training opportunities, excellence awards, and certificates from the governor.
Mutula said the initiative seeks to motivate employees, encourage innovation, enhance productivity, and reinforce integrity within the county workforce saying the framework will help create a high-performing public service committed to meeting the needs of residents.
“Performance assessments will be conducted through performance contracts, staff appraisals, work target evaluations, endorsements, and public ratings. Employees who consistently demonstrate exceptional performance will be recognized, while measures will be taken to address poor performance in accordance with public service regulations,” he said.
The governor further stated that the County Public Service Board will oversee the implementation, monitoring, and enforcement of the framework, while the county cabinet will provide policy support and ensure adequate resources are available for its success.
The launch marks a significant milestone in the county government’s efforts to build an efficient, responsive, and results-oriented public service that prioritizes the needs of citizens.
