Trans Nzoia Governor, George Natembeya, has called for proper documentation and accountability to enhance service delivery under the Kenya Devolution Support Programme Phase II (KDSP II).
Governor Natembeya affirmed that proper records will promote evidence-based management and ensure projects are implemented in line with the law.
Natembeya said this on Wednesday while chairing the County Project Steering Committee (CPSC) meeting to review the County’s annual progress report for the 2025/2026 Financial Year.
Noting the central role of procurement in project implementation, Natembeya proposed that it should be made part and parcel of the Programme.
“It is our duty to do the right things even after the programme ends, so that these practices can be emulated in other county projects,” he said reminding that World Bank requirements, mirror what public service should be doing daily.
Meanwhile Governor Natembeya supported the establishment of a Single Project Management Unit (SPMU), to oversee both World Bank and county-funded projects.
He directed Chief Officers to support departmental SPMUs and submit regular progress reports to his office. “The SPMU will ensure projects are implemented according to the law and completed within the stipulated timeframe,” he said.
Natembeya called for more training for county officials, especially those involved in budget-making and handling pending bills. He said meaningful budgets would help resolve the issue of pending bills.
Acknowledging the support of the World Bank and county co-funding in the programme, Natembeya listed upcoming KDSP II projects to include road construction, rehabilitation of Kitale Museum, construction of inpatient and outpatient units at Tulwet Health Centre, and establishment of a fire station in Kiminini Sub-County.
Trans Nzoia County KDSP II Coordinator, Emeldah Agoi, said the meeting came at the right time as it helped review progress and performance of key initiatives, with a focus on strengthening institutional effectiveness.
Matisi Ward Member of County Assembly, Obed Mahanga Mwale, reaffirmed the Assembly’s support for prudent resource management and people-centred service delivery.
“We must ensure every investment translates into tangible benefits for our people,” he said.
The meeting was attended by County Secretary, Truphosa Amere, CECs Dr. Wanjala Pepela (Finance), Christopher Lorot (Health), Eliud Kurgat (Gender, Youth, Sports, Culture and Tourism), and Robert Wamalwa (Water, Environment, Natural Resources and Climate Change), Chief Officers, and County Project Implementation Unit (CPIU) members among other senior officials.
