Legislator calls for implementation of disability, disaster laws

A member of the Homa Bay County Assembly Humanitarian Committee has urged government institutions and stakeholders to prioritize the implementation of disability and disaster management laws to ensure their intended benefits reach the target vulnerable populations.

Michael Nyang’ii, MCA for Kochia Ward in Rangwe Constituency, said policy implementation is still a major challenge despite significant progress having been made in enacting laws aimed at protecting persons with disabilities and strengthening disaster preparedness.

“There is a challenge with policy enforcement. We have good laws in place, but implementation remains a challenge. Effective implementation is critical in ensuring that government institutions translate legislation into practical action,” he said.

The legislator who was speaking at the county assembly identified the Persons with Disabilities Act and the Disaster Management Act as key legal frameworks guiding government efforts to improve service delivery and address the needs of vulnerable groups.

According to Nyang’ii, the Disaster Act provides a framework for preparedness and coordinated response during emergencies, helping to enhance the county’s capacity to manage disasters effectively.

He further noted that it also represents a major milestone in promoting and protecting the rights of persons with disabilities.

However, he observed that several provisions of the law have yet to be fully implemented.

Among the key provisions, Nyang’ii highlighted the recommendation requiring at least five percent of employment opportunities to be reserved for persons with disabilities.

He expressed concern over the slow pace of implementation despite its importance in promoting inclusivity and equal opportunities.

“The recommendation is there, but it has not been fully implemented. We hope the relevant institutions will continue pushing for its realization,” the MCA said.

He also pointed to provisions aimed at reducing healthcare costs for persons with disabilities, noting that their implementation would improve access to medical services and enhance the welfare of affected individuals.

Nyang’ii called on government agencies and relevant stakeholders to strengthen implementation mechanisms and ensure that existing laws and policy recommendations deliver tangible benefits to the people they are designed to serve.

He emphasized that effective implementation of disability and disaster management policies would not only improve the livelihoods of persons with disabilities but also strengthen the county’s preparedness and response to emergencies.
