The Kiambu County Department of Health has launched a new accountability framework aimed at improving service delivery in all public health facilities through a Community-Led Monitoring (CLM) initiative.
This initiative comes as the 2026\2027 Kiambu County Budget prioritizes healthcare through increased investment in health infrastructure, recruitment of healthcare workers, and expansion of health services.
The process being spearheaded by the County Health Management Team (CHMT) under County Director of Health Dr. Hillary Kagwa in partnership with Respiratory Society of Kenya (ReSok), seeks to strengthen collaboration between communities and healthcare providers by giving residents a structured platform to report their experiences and influence improvements in healthcare services.
“Under the new system, a standardized grievance redress mechanism will enable patients and community members to document complaints, report operational gaps, and recognize quality service offered by healthcare workers. The information collected will be tracked systematically to ensure timely action by health managers,” said Dr Kagwa.
The community-led monitoring framework also introduces a data-driven oversight approach that integrates real-time public feedback into hospital management systems. Through this process, county health officials will be able to identify and respond more effectively to challenges such as drug stock-outs, poor facility maintenance, and delays in service delivery.
According to the County Health Management Team, the initiative marks a shift from relying solely on internal audits to a more transparent and participatory model where communities play an active role in evaluating health services.
The approach is expected to ensure that county investments in healthcare are aligned with patients’ needs and experiences.
The program comes as Kiambu County continues to invest in strengthening its health system through improved availability of essential medicines, better management of health commodities, and enhanced accountability mechanisms.
County health department has emphasized that effective collaboration among government agencies, development partners, and communities was critical to improving health outcomes.
Dr Kagwa further says the community-led monitoring initiative will empower residents to hold healthcare providers accountable while giving county officials reliable data to guide policy decisions and improve service delivery.
If successfully implemented, the medic said the program is expected to enhance transparency, build public trust, and contribute to a more responsive and patient-centered healthcare system across Kiambu County.
